I heard that there is a possibility to make simtoolkit cellid based alarm. It just sends sms when cell changes. Anybody saw this application?

I saw something by T-Mobile but it was very unreliable. First the cell can be quite large, so car can move without alarm. Second, cellid can change even without movement, so false alarm can happen.
