Can the turbo be programmed to answer the phone and respond to DTMF tones sent?

SIM Toolkit has possiblity to use AT commands from SIM application, so in general yes. Unfortunately the real implementations rarely support this command - we've met only panasonic gd67 having it.

SAT allows to detect incoming call, setup call and send DTMF tones to existing call - these are common.
