Hi!

Can a SIM toolkit app installed on a Turbo SIM change GPRS/MMS settings?

As far as we know STK cannot do thi.s You cen set own gprs parameters (e.g. APN) if openning channel but it cannot be set as default for other connections.

Is it possible to remotely set apn for gprs connection and download a file with this apn?

Yes, look at OPEN_CHANNEL/DATA_DOWNLOAD in 11.14 and "net" code in our examples.
