Can OPEN CHANNEL use DNS?

In 11.14 there is an optional ALPHA field in OPEN CHANNEL. Does this mean that there is a possibility of using DNS names instead of fixed IP addresses?

If so, how can I use this from Turbo? - open_channel_raw doesn't seem to support it.

No, this is beyond OPEN CHANNEL, OPEN CHANNEL is the low level transport layer. You have to use OPEN CHANNEL to connect to DNS first to get name->ip. That's like in every networking implemenation/os where it's just hidden and provided by appropriate libraries.
